भारत ने अमेरिका के कुछ कंपनियों के लिए स्थायी निवास से जुड़ी PERM प्रक्रिया पर रोक लगाने के फैसले पर चिंता जताई है. विदेश मंत्रालय के प्रवक्ता रणधीर जायसवाल ने कहा कि इस कदम से भारत और अमेरिका, दोनों देशों को होने वाले फायदे प्रभावित हो सकते हैं. उन्होंने साफ किया कि PERM आवेदन पर रोक का मतलब H-1B वीजा पर रोक लगना नहीं है. विदेश मंत्रालय के प्रवक्ता रणधीर जायसवाल ने कहा कि PERM और H-1B वीजा दो अलग-अलग प्रक्रियाएं हैं.

रणधीर जायसवाल ने आगे बताया कि PERM आवेदन पर रोक लगने से H-1B वीजा की वैधता या वीजा धारकों और उनके परिवार के सदस्यों की स्थिति पर अपने आप कोई असर नहीं पड़ेगा. हालांकि, इस फैसले से प्रभावित कंपनियों में काम करने वाले पात्र कर्मचारियों के ग्रीन कार्ड यानी अमेरिका में स्थायी निवास हासिल करने की प्रक्रिया प्रभावित हो सकती है. भारत सरकार इस मामले से जुड़े घटनाक्रम पर नजर रख रही है.

The suspension of PERM applications does not, by itself, affect the validity of H-1B visas or the status of H-1B visa holders and their dependents, though it could have some impact on the permanent residency or green card process for eligible employees of the affected companies. It should also be clear that talent mobility adds value to both economies, that of India and that of the United States. While it creates opportunities for Indians, it equally benefits U.S. companies by providing access to cutting-edge talent, innovation, research, productivity, competitiveness, and job creation. Besides creating shareholder wealth in the United States, this is an area of tremendous mutual benefit for the two countries. Our expectation is that all stakeholders in this process will appreciate this fact. The steps announced by the U.S. do not advance the shared ambitions of both countries. We continue to follow developments on this particular issue." He adds, "Regarding the comments made by the U.S. Vice President, let me say that we believe such descriptions are unwarranted and ignore the fact that Indian professionals in the United States are highly educated and skilled contributors to its economy and innovation ecosystem. Indeed, the history of the United States itself has been shaped by generations of immigrants whose labour, enterprise, and innovation have contributed to its growth and prosperity. Resorting to terminology that carries painful historical and colonial legacy connotations is deeply offensive."

इंडियन प्रोफेशनल्स से अमेरिका को भी फायदा

रणधीर जायसवाल ने कहा कि इंडियन टैलेंट्स की आवाजाही से भारत और अमेरिका, दोनों देशों की इकोनॉमी को फायदा होता है. इंडियन प्रोफेशनल्स अमेरिकी कंपनियों को स्किल्ड कर्मचारी, नई तकनीक, शोध और नवाचार के क्षेत्र में मजबूती देते हैं. इससे कंपनियों की उत्पादकता और प्रतिस्पर्धा बढ़ती है. साथ ही, रोजगार के नए अवसर भी बनते हैं. उन्होंने कहा कि भारतीय पेशेवरों के योगदान से अमेरिकी कंपनियों और वहां की अर्थव्यवस्था को भी लाभ मिलता है. ऐसे में अमेरिका की ओर से उठाए गए हालिया कदम दोनों देशों के साझा लक्ष्यों को आगे बढ़ाने में मददगार नहीं हैं. भारत को उम्मीद है कि इस प्रक्रिया से जुड़े सभी पक्ष भारतीय प्रतिभाओं के योगदान और आपसी फायदे को समझेंगे.

अमेरिकी उपराष्ट्रपति की टिप्पणी पर भी जताई आपत्ति

अमेरिकी उपराष्ट्रपति की टिप्पणियों पर प्रतिक्रिया देते हुए जायसवाल ने कहा कि भारतीय पेशेवरों के लिए इस तरह के शब्दों का इस्तेमाल उचित नहीं है. उन्होंने कहा कि अमेरिका में इंडियन प्रोफेशनल्स हाई एजूकेटेड और  उच्च शिक्षित और स्किल्ड हैं. वे वहां की इकोनॉमी, तकनीक और इनोवेशन को आगे बढ़ाने में अहम भूमिका निभाते हैं. उन्होंने यह भी कहा कि अमेरिका का इतिहास उन प्रवासियों के योगदान से बना है, जिन्होंने अपनी मेहनत, कारोबार और नए विचारों के जरिए देश की तरक्की में योगदान दिया है. ऐसे में औपनिवेशिक इतिहास से जुड़े दर्दनाक अर्थ रखने वाले शब्दों का इस्तेमाल बेहद आपत्तिजनक है.
