Cell set up to monitor CSS programmes in Nagaland

Kohima, Nov 09: Nagaland has created a centralised monitoring cell for effective monitoring of implementation of all centrally sponsored schemes (CSS), whether they are routed through state planning department or DRDA.

The newly-created cell, under state planning and coordination department, will monitor all the CSS which are directly routed to districts from central ministries without passing through planning department, deputy chairman of state planning board Neiba Kronu said.

The monitoring cell, under the supervision of the deputy chairman of the state planning board, has been authorised to collect information and data from implementing departments, agencies or officials and hold discussions to guide the implementing agencies of CSS programmes.

The state planning and coordination department, Kronu said, usually monitors only listed projects or schemes in the government memo but many schemes are implemented at district levels where the Union ministries issue cheques directly to respective districts or NGOs.

Even as central funds go directly to districts or NGOs, the implementing departments must be ready to submit detailed status report about such centrally sponsored schemes, he said.

The deputy chairman said the monitoring cell has been set up for effective monitoring of all centrally funded schemes as urged by Chief Minister Neiphiu Rio.

Kronu pointed out that even if the funds are directly routed to the districts and NGOs, the state government is accountable and answerable to the people under the RTI Act for all such schemes.
