Gorshkov 'sole' irritant in Indo-Russian ties: Medvedev

Moscow, July 02: Describing the delay in upgradation of 'Admiral Gorshkov' aircraft carrier for Indian Navy as the "sole" irritant in bilateral ties, Russian President Dmitry Medvedev on Thursday ordered the shipbuilders to speedily complete the work or else it will have "serious consequences."

"In fact the 'Gorshkov' project has become the sole problem in Russian-Indian relations," Medvedev said during a visit to the Sevmash shipyard in the White Sea town of Severodvinsk.

The Russian President also blasted the management, bureaucrats and Ministers involved in the Gorshkov project.

He agreed that it was Russia's first project which was "very difficult," but said that the Russian side has taken certain obligations in the course of negotiations on the Gorshkov deal with the Indian partners.

Prior to the Soviet collapse, aircraft carriers used to be built in Ukraine.

Responding to Sevmash General Director's argument about the whopping cost escalation due to additional work in the course of modernisation, an irritated Medvedev said in his televised remarks: "Why did you sign (Gorshkov deal)? As a result all of us have to give explanations, you to me and me before the Indian colleagues."

"Complete the work and deliver the ship, otherwise it would have serious consequences," Medvedev cautioned. Russia, which was to deliver the upgraded aircraft carrier in August 2007 to the Indian Navy for induction as INS Vikramaditya, however, sought extra funds for the completion of its refit.

Under the revised schedule INS Vikramaditya is expected to join the Indian Navy in 2012 and India has agreed to increase the financing of the project.

Under the USD 1.5 billion package deal signed in 2004, Russia was to upgrade the vessel for USD 974 million.

Later citing the cost escalation due to additional work required and depreciation of dollar value, Moscow demanded extra USD 2.2 billion to complete the refit of the carrier.

USSR and now Russia has always been a friend of India. Yes we should not forget that. It has supported us all the time at bad times. We should also remember that no country in the world helps other because of generosity. Every country has its own interests to protect and so did USSR at that time. After Russia split from USSR, Russia and refused India nuclear fuel and spare parts for fighter jets at the behest of USA. At that time USA had become more close to Russia. Since Independence Russia had been helping India, especially when we did not had money or technology. That time the country was called USSR and now Russia, the people are the same who helped us from all the possible threats from Pakistan and China. Moreover Soviet entered into Friendship treaty with India, which directed either country to enter into military conflict with any country who invaded India or Russia. We should not forget the wars of 1962. 1971, Kargil and every other small conflicts – the vehicle, Helicopters, tanks, fighter planes, transport plane, the bullets and Bombs were Russians. All the missiles we have are of Russian origin, The satellite technology we have is of Russian Origin and most of our nuclear plants are of Russian origin. The only tank “Arjun’ being built in India since past 30 years can not even shoot straight, it has all the foreign components except the body…. Russia may not be doing good in economy, but it is the only country which had stood by India in War, Famine, UN Security Council….anything you name, Russian support was there for India and is still there. Well Russia supported India when no one supported it. We should not forget that India`s power base is developed by Russia right from the beginning and India should always be thankful for that. But yes with time many things have also changed. USSR became Russia, India`s development paced up, New friends, New Enemies.. etc. I think the relation between India and Russia remained upto arms deals only and this is where Russia left behind in making impact in Indian society unlike Americanism which is more famous in India. Even though russia has been a key ally for india tthrough out history, india must realize, russian economy after its soviet union collapse is in dire straits and mainly run on oil money by few oil tycoons. gone are the days when russian weapons were considered safe, and top qualty. Look at the plane crash statistics for their huge capacity antonov passengere planes, or recently the expensive first of its kind for india brand new sukhoi war planes going down crased along with about 5 mirage planes within a space of a week in month of may end 2009. Its a huge bill indian tax payers have to pay with money & well trained top calibre pilots if they crash down as soon as they are built. we need better monetary value & safety for our buck, especially for a poor but developing country like india or look elsewhere for better bargains.
