
New Delhi, Jan 12: Deepak Kumar, the law graduate
who blew the lid off the irregularities in the allotment of
DDA flats earmarked for SC/STs after he fell out with some
property dealers, had collected details of over 350 people
belonging to the ST category from Jhunjhunu in Rajasthan.
Kumar, who was arrested on Sunday for allegedly planning
and executing the "whole fraud", will be taken to Jhunjhunu
tomorrow for further investigations by Delhi Police which will
confront him with applicants and Laxmi Narayan Meena, who was
first arrested in connection with the case.
The law graduate was arrested after Meena, who was
caught from Jhunjhunu on Friday, told police that Kumar had
collected details of SC/ST category people from him.
A senior police official said Kumar, who was remanded
to eight days police custody by a local court, had collected
details of at least 366 people belonging to ST category from
Jhunjhunu, which he had passed over to some property dealers
who were planning to corner DDA flats reserved for SC/STs.
Police had recovered a list containing details of people
belonging to ST category running into 18 pages, ICICI bank
loan forms and 22 pay-in slips in the name of some persons
from him, the official said adding the recovery of pay-in
slips indicate that loans were paid in some names.
Two PAN cards of Kumar bearing different surnames were
also recovered during the searches at his Paschim Vihar
residence, he said adding another 84 sheets were seized which
contained names of applicants mostly from Rajasthan.
Investigators are also planning to conduct searches at
Kumar's office at west Delhi's Janakpuri District Centre for
which a search warrant will be procured from the court, the
official said.
Police claim that his office was allegedly used by him
and other property dealers to hatch the conspiracy to "rig"
the draw of lots for over 5,000 DDA flats by applying in the
name of SC/STs to corner the flats.

The official said Kumar met the property dealers in July
2008 when he was approached by one to hatch a conspiracy to
corner the flats.
Meena, who was taken to Rajasthan's Jhunjhunu village by
police yesterday, had allegedly submitted 177 application
forms using documents obtained fraudulently.
"We want to establish whether Kumar has any links with
Meena as the latter claimed. So we are taking him to
Jhunjhunu," the official said.
Investigations have revealed that he was an associate of
three other property dealers, who planned the fraud, the
official said adding Kumar filed the complaint after he had
some argument with them over some issue.
Asked when they were expecting the report on the hard
disk of DDA draw of lots sent for forensic examinations, the
official said they expect that the report will throw light
into whether any officials of the housing agency was involved
in it.
A case under various provisions of the Indian Penal
Code dealing with cheating by impersonation, inducing
delivery of property, forgery and using as genuine a forged
document has been invoked against Kumar. Meena was also
charged under similar provisions.

Personnel of Economic Offences Wing (EOW) of Delhi
Police's Crime Branch, which is investigating into a complaint
of irregularities in the allotment, is also conducting
searches at various places in Delhi and Rajasthan in
connection with the probe. Meanwhile, Indian Justice Party chief Udit Raj lashed out at police for arresting Kumar saying it was "not fair" to
target a person who helped in revealing the "facts".
"What was the police doing for the past two months? We
informed police about the things to come. We asked the DDA to
stop the process. Now, police is targeting a person who helped
in unravelling the crime though he was part of it initially,"
Raj told reporters here.
Raj claimed that on October 31, he approached police
informing them about the "plans" of some people trying to
apply for the DDA flats using forged documents.
Kumar, who fell out with a cartel of property dealers
planning to commit the fraud, had tipped off Raj about the
plan to corner the flats.
Kumar had on November 10 filed a complaint in Paschim
Vihar police station claiming that one Rakesh Aggarwal and
Bhaskar were involved in cheating and playing fraud on people
belonging SC/STs in the allotment of DDA flats.
A body representing successful applicants of the DDA's
recent housing scheme today demanded that the process of
handing over flats to "genuine" allottees should be started
soon while the Delhi High Court refused stay on a petition
seeking quashing of recently held draw of flats.
The EOW is investigating into a complaint that it
received on December 16 that some property dealers had
connived with DDA officials and applied for flats under
fictitious names to get the flats under SC/ST quota.
A number of allottees in Rajasthan were unaware that they
were allotted the flats and admitted that some people from
Delhi who came to their villages had taken their signatures on
DDA forms. In some cases, applicants did not even know that
applications were submitted in their names.
